Citizens of all EU countries, Norway, Iceland, Switzerland, Latvia, Lithuania, USA, Australia and New Zealand can enter Estonia without a visa. Many Europeans attempt to get into Estonia with an EU identity card instead of a passport, and only get well-deserved laughs from the border patrol. Passports are required from everyone.Canadians, South Africans, Israelis, Russians, Belarussians and Ukranians DO need a visa to come to Estonia, but citizens of Canada, South Africa and Israel may enter Estonia if they hold a visa for Latvia or Lithuania. Visas are not issued at the border.Anyone staying in Estonia for more than 90 days (180 days for Brits) needs either a residence permit or a business visa. The same one-year, multiple-entry business visa is also available for investors, journalists, professors and students. We recommend that anyone planning to get these documents do so before arriving in Estonia. For all the details, your safest bet is to try the consular department of the Foreign Ministry, tel. 631 74 40.
